When to tighten screws

Hey folks! Building my first CNC here so I appreciate any and all help. I am putting together the Mega V standard router. I am at the point where I have the Z plate and X plate assembled and together. The problem is that some of the screws they told me to leave loose, when securing the Z plate to the bearings, are now behind the router mount. Are all of these screws to be tightened at a later time, as I have reread to make sure I didn't miss them telling me to tighten them. All of the other screws are accessible at this point, so I'm not sure what to do.

Once the Z plate is on the bearings and you can move it back and forth, you can go ahead an tighten the screws down.

Also, consider this linear bearing rail parallel alignment method if you find it binding after you tighten the screws.
