New Millright owner needs help

I am a new Power route xl owner and just began assembly. I need a question answered, hopefully someone can help. It appears the m5x10 and 6mm washer bottom out on the t plate bed, not allowing it to tighten down. Is this accurate or did I miss something? I slightly snugged an entire row and it appears the bed still floats or moves from the cross support.

Thanks in advance, excited to get it assembled.
